The fight to stop adding yet another pollution source in Chesterfield, Virginia, continues. Dominion’s proposed methane gas power plant is bad for the already overburdened community and Virginia’s clean energy future.

This proposed facility threatens public health and opens the door for more gas across the state.

To whom it may concern,

Virginia DEQ should deny Dominion Energy’s air permit application for its proposed new methane gas power plant. Dominion’s proposed gas plant will emit more air pollutants into the surrounding community than the former Chesterfield coal plant produced in 2022. That includes fine particulate matter, carbon monoxide, volatile organic compounds, and greenhouse gas emissions.  Of grave concern are the high levels of fine particulate matter (PM2.5) the plant would emit.

Specifically, Dominion did not use air monitoring data collected near the gas plant to inform its air modeling analysis, and the values DEQ identified for background concentrations of PM2.5 and carbon monoxide are likely not representative of the air quality in the communities near the site. The agency’s reliance on data that does not accurately represent the air quality in the area means the air modeling analysis Dominion submitted is inadequate. This has direct negative consequences for the health of local residents, many of whom are members of vulnerable communities with pre-existing conditions.

There is no safe threshold for exposure to PM2.5, and the new plant would contribute to PM2.5 concentration levels getting dangerously close to national standards and would even exceed levels recommended by health professionals.

Further, DEQ did not evaluate whether the site is suitable for the gas plant and has not made permit information available in the primary language of residents in linguistically isolated communities immediately surrounding the site.

Denial of this permit is necessary. DEQ has simply does not have the critical data needed to complete the required permit review and determination.
